Discover the latest: how new EU safety reports change the future of tea tree oil

For decades, Tea Tree Oil (TTO) has been a popular “natural” option in personal care routines—often used in products marketed for blemish-prone skin, scalp care, and foot hygiene. But the regulatory and scientific conversation around TTO is shifting fast in Europe.

Recent evaluations by the Scientific Committee on Consumer Safety (SCCS) of the European Union have raised serious questions about the safety of Tea Tree Oil, especially regarding its long-term effects on health and its chemical stability. If you rely on TTO for your foot health, here is what you need to know about the latest official report.

New EU reproductive health warnings

The most significant shift comes from the European Risk Assessment Committee (RAC). As of late 2023, TTO has been recommended for classification as a Category 1B Reproductive Toxicant (Repr.1B).

In laboratory studies, TTO exposure was found to affect parameters associated with fertility and development:

Fertility: High doses in animal studies were linked to lower pregnancy rates and impacts on sperm motility and count.

Developmental issues: Research showed potential effects on fetal weight and skeletal development.

While the SCCS still considers TTO safe in very low, specific concentrations (such as 0.1% in face creams or 2.0% in shampoos), these concerns have led to strict new safety limits.

The danger of chemical instability

Tea Tree Oil isn’t just about the ingredient—it’s about the ingredient after storage.

Multiple safety sources (including SCCS and other cosmetic safety reviews) highlight a big issue: oxidation. When TTO is exposed to air, light, and heat, its chemistry can change. That change can increase the chance of skin sensitization and allergic contact dermatitis, especially if the oil has degraded or is used on irritated skin.

Common oxidation triggers include:

  • Leaving the cap loose

  • Keeping the bottle in a warm bathroom

  • Repeated air exposure over weeks/months

  • Sunlight or bright window storage

A bottle can be fine at first—and then less predictable later, depending on how it’s stored and handled.

Safety limits and spray restrictions

The SCCS has highlighted several other critical points:

  • No spraying: The SCCS safety opinion does not apply to aerosolised or sprayable products. This is because TTO can pose risks if inhaled in mist or droplet form.

  • Adult use only: The safety assessment was specifically focused on products intended for adults.

  • Aggregate exposure: Using multiple TTO products (shampoo, face wash, household cleaners) can lead to a "total dose" that exceeds safe levels.
